In the backdrop of major changes in the Motor Vehicle law, the current edition holds great importance as in the years 1939 and 1988. There are very few law commentaries in India which have withstood the pressure of changing times, Basu Motor Vehicle Laws is one of those rare master piece which still holds its place, continuing the glory which started in 1939 when the original Act was promulgated in British India. In order to maintain civility in any society, Motor Vehicle laws hold great importance as it can be one of the parameters to guage economic development of any country. When the law originally was promulgated by Britishers in 1939, this book started its journey, at the that time visual impact of this law was minimal. In due course of time, as liberalization picked up, 1988 Act was enacted replacing the old 1939 Act. The number of registered motor vehicles in India grew by 123% between 2005 and 2013. Between 2005 and 2015, the number of road accidents increased by 14%, and road accident fatalities increased by 54%. During the same period, the road network grew by 44%. An increase in the number of vehicles on roads, along with the absence of a coordinated policy to control the problem has been attributed to an increase in the number of road accidents. The Motor Vehicles Act, 1988 is the primary central legislation that regulates the licensing and registration of motor vehicles, and drivers. Since 1988 Act, in the last several years, various changes have been made, but to deliver on the challenges of 21st Century, an overhaul of the present Act was overdue.
